Gift card not activated properly

What do I do please??? Card not activated properly!!! What a scam! Who is at fault because the petrol station guy didn’t do his job properly so I basically gave the petrol station free money and there’s nothing that can be done!! And yes I’ve obviously scratched the code thing and no I don’t think I still have the receipt. Bull****
