Is there a way to have the same app and home layout across all devices? I essentially want my iPad and iPhone to have the same app setup. Curious if there is a way to do it other than manually.

Since iPad and iPhone have different size screens and different, larger screen layouts, I am going to say no.
If you had two iPads or two iPhones, then this might have been possible.
Older iTunes versions that used to support apps, there was a iDevice setup screen that made it a WHOLE LOT easier to organise apps on an iDevice.
This is still available in iTunes version 12.6.5, but NOT with any of the more current iTunes versions, any longer.
