Try setting up another admin user account to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
Isolating an issue by using another user account
If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. If the log won’t post, try posting it in Pastebin and provide a link in a reply Pastebin
Well my Etrecheck is here: https://discussions.apple.com/thread/250231513. Regarding safe mode, I need to do it when I'm at school but I don't think I have enough time to do it. I could just use my own Personal Hotspot if I wanted. Also, if I make an admin account and then delete the files, will there still be any remains on my Mac?
It's not too much of a big deal though. I will get back to you once I do it at school tomorrow. I'll first try safe mode and see if I can goto my school website. If I can, what is the next process? If I can't I'll try a new user account and test it.
Your Etrecheck report looks okay, but I would uninstall Avast. It tends to interfere with the computer's operation while providing minimal to no benefit unless you work with Windows files. Most long time posters recommend not using antivirus software or cleaning software such as CleanMyMac. I would also try disabling your Safari extension to see if that makes a difference.
If you make a new admin account and delete it, to include the home folder, that will remove the files from your computer. You might want to leave the account in case you have problems with your account. You can then boot into the new account for troubleshooting.

No it doesn't
The school WiFi may be set to block certain connections for some reason. Since it works normally other places, I don't think it is s Safari problem.
Well it does work on other people's macs. For me, it works on Google Chrome perfectly fine, but I really want to use safari instead because it uses less system resources.
I had uninstalled Avast already but I will ask the IT support at my school to try and fix the wifi issue. Maybe i configured the proxy wrong? Ill ask them about it today
I have enabled firewall on my mac for security purposes. I will contact the network admin for support today. Thanks.
The network admin told me it was an issue with their wifi and told me to continue using Chrome. He said most devices, not just mine cant connect to safari. Thanks for your help guys.
