I am having a problem purchasing something with some money I added using an iTunes Card

So I am having a problem purchasing something with some money I added using an ITunes card, I get a little message “You’re purchase can not be completed, please contact Apple support”. I’ve reset my phone, signed out of my account, and changed my password and I still get the same message. Any help?
