iCloud restore on my new phone

I just had to replace my 6s with a new one due to my old one started losing charge rapidly and then stopped charging all together. I’m not able to get the new phone to restore with my

settings etc

iPhone 6s, iOS 12

How do I restore from the iCloud backup? New phone, the rep already passed that option since I switched from a 7P to a 14XP. Took time for Apple to get the transfer done I need to put my iCloud info from my no longer working 7P to this 14XP. The rep already set up the phone without doing the restore iCloud from back up and I can’t figure out how to do it now
