I just gazed at some other really good articles about your issue. Problem is, I'm reluctant to share them because they advertise junk-ware to help fix Chrome. Just what everybody needs, junk to fix the junk that the other junk junked up.

Lastly, I encourage you to use Safari in both macOS and iOS instead of Chrome, for both Privacy and Security reasons.

Remove its entry in Login Items in Users & Groups preferences.

FWIW, in case it's not in login items, there is a piece of malware that forces Chrome to misbehave. Try running Malwarebytes for Macs. https://www.malwarebytes.com/mac/
