Turned on voice over, phone is locked. Can’t unlock, will not take my code. I Double tap number to fill in dots. Any answers

You can try asking Siri to disable VoiceOver. It's possible if you accidentally activated VoiceOver that it's in your accessibility shortcut. If that's the case, triple pressing the side button/home button will turn VoiceOver off on the device. As you mentioned, you can also activate an element on the screen by tapping on the button, and then double tapping anywhere on the screen to select it.
