Time Zone Set Auto is Locked

My time zone is automatically set to Chicago, though I live on the east coast I should have New York, and I cannot even change this. For some reason my Time Zone has been set to where I cannot change it. It has been this way for a while with iOS 12 but I did not mind it before since the time was right. But now it is wrong and I missed an important event because I was confused on whether to trust my clock or my phone and i trusted my phone which had me an hour behind schedule. If you could help me that would change this that would be great. I have tried reseting the Date & Time settings but it never works.
