how can an iphone that's been reported stolen and wiped be used again?

iPhone was stolen in New Orleans. A week later received notification that someone was trying log in from the stolen device in Hong Kong. Clicked "No". Device was apparently wiped (per my Find My iPhone settings).

Another week later received a text from (844) 384-3291:

"[Note] Your lost Phone has been found. please refer to the location.

www.apple.com.info-note-sms.com

Apple"

Appeared to be the Find My iPhone page and asked for username and password

That is a scam phishing site. If you entered the ID & password there, they would be able to use that to turn off activation lock on your iPhone.
