The best thing to do, after checking if your payment method is accepted or declined using these steps:

Change or remove your Apple ID payment information - Apple Support

and/or

If your payment method is declined in the App Store or iTunes Store - Apple Support


is to contact iTunes Store Support Team explaining your problem. Fill out and send them this form:

iTunes Store - Contact Us - Apple Support
