I am having trouble getting Price information using STOCKH function in Numbers for date range 2016 - 2018. The same function seems to work fine for 2019, 2015, 2014. I did not test other years. Can anyone throw some light on how to resolve this? I am trying to find the mean stock price over a 10 year period.

Using the My Stocks template (at file new in your menu) I had no trouble with 2016 data.
I think something else may be going on with your document. Perhaps you should inspect the date-time values in the cells and make sure they are input correctly for the years that aren't working for you.

Thank you. I got the following results for AAPL. Simply copy and paste the same formula while preserving the column for AAPL ticker symbol. It seems like certain dates does not work for certain stocks.
1 Feb 2015 is a Sunday and 1 Feb 2014 is a Saturday, both non-trading days. So that is very like the reason you are getting errors for those dates.
