I have had my Apple Watch series 3 for less than a year and it’s now not working properly. The apple logo shows up and then goes to another screen before shutting off. This happens repeatedly.

The Apple logo is the first stage of reboot, the ring is the second stage as everything loads. It sounds like your watch is failing to complete the startup sequence, and the most frequent cause is a discharged battery. Leave the watch to charge undisturbed on the charger for an hour or two, and if it has not recovered Contact Apple Support to arrange getting your watch examined and serviced.

Try resetting your watch by pressing in the crown and side button until you see the Apple logo, then release both.
You need to put on the charger and let it finish updating. As this what the second screen is showing you.
Several times when I have updated new software it took way to long. I just reset my watch and started the process all over again and it went through smoothly. It did take close to an hour , but prior to that it was well beyond an hour and looked like it would take forever.
