"No photos found" for User picture in Mojave

This was asked before, but the topic is closed.

I managed to get around the problem by dragging and dropping an image from the Finder onto the existing icon in the Users & Groups preferences.

Clicking edit shows Photos, but I get the 'No photos found', despite photos being available from Photos :^\.
