Apple Notes: Deleted Folders Continue to Reappear

I make heavy use of Apple Notes, especially valuable through Apple's iCloud syncing process. I can drag webpages into them and organize them with notes I write.

I own a laptop, desktop and iPhone, Notes unites them all with one central place that they can access.

There is an odd quirk, as I reorganize, creating new folders and deleting others, I have found that 3 folders that I have deleted numerous times ov er the last several weeks -refuse to go away.

The folders keep reappearing in the folder list. They are empty, the reason I am deleting them.

I notice that unlike deleted notes and notes content, deleted folders don't appear in Recently Deleted folder.

Thanks for any insights or help.

Have you tried going to iCloud.com using a computer browser to see if you can delete the folders there?

Have you tried going to each computer/device to delete the folders?

Have you tried going to each computer/device and turning off Notes syncing with iCloud. Once all 3 aren't syncing, delete the folders. Then access the Recently Deleted and delete the folder from Recently Deleted. Then turn syncing back on.
