My husband got a new phone, and is trying to back up his old iphone 6 to the cloud so that he can transfer it, but he has never signed in to iCloud with the old phone, and it isn't giving him an option to do so now. How does he connect the old phone to iCloud?

Normally when you create an Apple ID, and iCloud account is automatically created.
It has your-name@icloud or your-name@me.com
See if you can sign in with a computer browser here with your normal Apple ID: https://www.icloud.com
