I have an iPad 4. While using safari, when I try to use the enter key it does not respond. Even if I touch it several times it hesitates or does nothing.

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Yes I have tried that. I've also done a reset.
This happens just in Safari?
