Is it also saying to contact iTunes Support ? If it is, and if you haven't already done as instructed and contacted them, go to http://www.apple.com/support/itunes/ww and contact them
What is the full text of the message that you are getting ?
Try contacting them again, we are fellow users and won't know why the message is showing nor what they do to fix it
It says your purchase could not be completed
