Police Auction Purchase

There's this on-line auction that is said to be confiscated goods, theft recoveries and such from police investigations,.

The site is propertyroom.com , you should check it out all auctions start at $1. There's practically everything you can think of So they sell used and some refurbished ipones, touch and pads and at the beginning they had no ime info so the only testing they say they applied would be a power u. They have recently added ime numbers for carrier identification for locks etc, But other than that its still a game of craps, or rolling the dice I should say. So I purchased many phones when I was addicted to the site along qwith not to mention just about everything else a gear head ould want. But be carefull , Its addicting. I had it bad.

My whole point for writing is to find out if theres any possibility of notifying the previous owner of an iPhone which displays the activation lock for two reasons. The first reason would be to see if they would like to have their lost, stolen or confiscated device back, for a small proven cost of the resold auction price with a receipt shower the paid anmount. Most are purchased in bulk so on average a 6, 6s or 6s plus is about 15 to 50 bucks. Some are in perfect condition and others are broken screen or scratchded. If their interested they can have it back, and if not would they be willing to remove the phone from their account by shipping to the individual or company to personally do so for them selfs  If it doesn't return they'll be known as revenged.   And after showing proof of purchase from the property room. Oh by the way the website only has 2 pick up locations which are in Ontario California and NewYork. All others are shipped for a price.

So if someone could put my hopes to sleep as for restoring the phones to a resellable condition after an unlock activation please let me know so I can crush'em and make a scrap pile.

Thanks for any input or criticism

No, nobody on here (i.e. fellow users), nor Apple, can help you find the previous owner (and obviously Apple also won't remove activation lock from a second-hand device).
