why is flip image grayed out on tools drop down menu in preview

I want to mirror a pdf image i preview but flip image grayed out on tools drop down menu in preview. How to fix this

PDF do not flip.

Take a screen shot of the PDF and flip the png/jpg image— for what ever purpose.

You can also export the PDF as a PNG, JPG, etc. Then open that and flip the image.
