Can you please clarify? Are you saying that your printer no longer prints altogether after upgrading to Mojave? Or are you saying that it just can't print PDFs?
For the record, it is a known fact that many printers and scanners break after a major OS update. Quite often, this is because they require new drivers in order to remain compatible with the new version of the OS.
If your printer has stopped printing altogether, I suggest that you visit your printer manufacturer's website in order to see if they have released any new printer drivers for your machine. This is often an easy solution, but sometimes not so easy, being as manufacturers will either be slow at writing the new drivers, slow at submitting the new drivers to Apple, or perhaps not even write new drivers at all, because they have ceased manufacturing that particular model. This has happened to many people, myself included.
To make matters worse, it is feasible that Apple may soon no longer provide printer driver updates at all. This means that it will be up to end users to find and download new print drivers for older printers on their own. This is due in part to the fact that some manufacturers have moved on to driverless technologies, such as "AirPrint" and "IPP Everywhere", for example. You may want to check out these links:

Did you Reset the Print System after installing the last available drivers. If the driver and firmware updates were from prior to Sept 2018, then they may not be entirely compatible with Mojave.
Thanks @WordWeaver777 - it is only PDFs that will not print from my HP LaserJet 400 printer since the upgrade to Mojave OS. I have done a firmware upgrade and downloaded the latest drivers from HP for Mac OS. That didn't resolve the problem.
Another question: Is it just one type of PDF from one source which will not print, or is it all PDFs? Different sources tend to create PDFs different ways, which is why sometimes you might be able to open one PDF, but not another.
For example, create a simple text document in either TextEdit or BBEdit. Choose to print it under the "File" menu, but then instead of actually printing it, select the option "Save as PDF" in the print dialog and save it to your Desktop. Will that PDF document print for you? What about Adobe PDFs? Or some random PDF that was included in some software archive that you downloaded from the Internet. I would test to see if you get the same results with each one.
If none of that gives positive results, then other than resetting your printer system, as VikingOSX just suggested, I am not sure that there is much else that you can do at this point.
Mojave does not print pdfs downloaded to computer, some from some websites will print. This is a software conflict with Adobe. I cancelled my subscription to DC because i cant print. Apple does not have a response so we do not know who needs to fix what. Only remedy printing all pdfs with Preview. Time consuming for a business.
