If you are sending it to non-iOS user enable MMS messaging
Settings > Messages > MMS Messaging [Enable]

The following are the most widely used file formats that I recommend to use for your MMS. These have historically shown the highest level of successful deliveries:
- .gif (including animated- recommended for best results)
- .jpg
- Check with your carrier to see if the type of message you’re trying to send, like MMS or SMS, is supported.
- Make sure that you entered the correct phone number or email address for the contact.

I have it enabled...that was one of the first things I checked. Is it maybe an issue with the Version of IOS the recipient has?
