Unable to boot to Safe mode Mojave

I a m unable ti=o boot into safe mode in OS 10.14.3.

Any suggestions?

There are options for "if your Mac doesn't have a keyboard to start up in safe mode or if you can't use the Shift key" or if your Mac is protected with a firmware password.

Are you completely shutting down your machine, and then rebooting from a cold start when you hit the "Shfit" key? Or are you choosing "Restart" from the "Apple" menu, and then hitting the "Shift" key as your Mac restarts? I have found that sometimes just this little thing makes a difference if I want to boot into Safe Mode, or Recover Mode, or choose a different startup drive with the Option key. In other words, a complete shutdown first is sometimes necessary and tends to work better in my experience. Also, another minor point: Are you holding down the "Shift" key until the Apple logo appears on your screen?
