Family Sharing for Apple Watch apps

I have family sharing set up with my wife. I purchased an app for my Apple Watch from the app store ("Just Press Record") which is eligible for family sharing. However, my wife's account does not show her as being able to download the app unless she purchases it. What am I doing wrong?
