I am looking for a refurbished 13'' 2018 macbook pro with a configuration of 8th Gen Intel core i5 processor coupled with 16 GB ram and a minimum of 256 GB SSD as well. I was searching for this configuration since last few months and couldn't find the one as of now

Apple Store's refurbished models will have what they have. Since you want refurbished your selection is limited. When they say "configurable" they really mean a model that already has 16 in it, or maybe special order, not that they will install another 8 in an 8GB used unit. That RAM is soldered into place at the factory.
The refurb store in the US has a good selection, but they are always on an As-available basis. If not in the US, you can not shop there -- they do not ship internationally.
After you select Mac > MacBook pro on the Apple refurb store, they have additional selectors in the side bar for Model-year, screen size, memory size, minimum SSD size, and color.
One model that meets your description (except it has i7 processor) is sitting there at this writing, priced at US$2459.00 in Space gray. (no indication of what discount has been applied)
I tried both US and UK websites of Apple and they differ in many ways, I saw the option you quoted above in US site, but in UK site, I can filter only model, year and size. There are no filters for RAM and SSD. BTW I am from UK

I am getting upgrades only with SSD, like from 256 to 512, but RAM is still stuck with 8 GB option only.
