My computer won't shut down or restart

I noticed that the touch bar was stuck looking like it looks when Spotify is open. So I went to restart my computer thinking that would fix it and it wouldn't let me. Pressing "restart" does nothing, pressing "shutdown" does nothing. There is no physical power button to press except for the fingerprint scanner which does nothing.

At first I didn't think this was a big deal, but now my storage is full and it won't let me put things into the trash. So I looked up what to do and apparently I need to put my computer into safe mode which I can't do without restarting it. How do I fix this?
