can I download all my icloud photos to my PC to store on DVD's?

How do I remove photos from my icloud drive to make up more space for new photos?

I want to download them and store them onto DVDs.

Is it possible?

Yes you can and it is a good idea to do so.

Archive or make copies of the information you store in iCloud - Apple Support
