Your iCloud storage is full message will not go away

I keep getting a pop up notification while using Notes that "Your iCloud storage is full. You can remove files from iCloud, or purchase additional space."

I went and upgraded my storage and have 45 GB available so clearly my storage is not full but this annoying message is driving me nuts. What is wrong with Notes? I am running 10.13.6 on iMac 27" Late 2012.
