Cloud space & cost

I originally started paying $.99 per month for more storage on the iCloud. For several months I noticed that Apple was charging me $.99 twice per month. I decided to change my credit card and not display it on my device, my iPhone 8+. I just need to try to understand why is it that Apple is trying to charge me double to store on the iCloud. I sincerely apologize for any misunderstanding on my part. I would like some explanation as to why Apple was charging me double per month. Our use my iPhone for all of my billing payments. I find myself having to use other resources to pay my bills. If we can find another way for Apple not to charge me twice in one month I would greatly appreciate it.
