Can’t delete apps on ipad

I can’t delete apps in iPad. Went to settings—- general—— can’t find restrictions either

iPad Air 2, iOS 12

On the home screen, tap and hold the app you want to delete, then tap the x

Settings > Screentime > Content and Privacy Restrictions > iTunes & App Store Purchases > Allow as appropriate
