My iPhone says I am only using 14.8 GB however, I can’t download any Apps without getting storage full message.

Thanks for your reply. Interesting problem. You should try Reset All Settings or Erase All Content and Settings.
To reset all settings, go to Settings > General > Reset and tap Reset All Settings.
To Erase All Content and Settings, go to Settings > General > Reset and tap Erase All Content and Settings.
If they don't work, you can restore iOS using iTunes or make a Genius Bar reservation.
