Character Viewer/Emoji Panel does not open. (10.14.3)

I've had a long-standing problem where character viewer/emoji panel does not open for me.


I have the box checked in settings.


I tried to check to see if another shortcut was overriding it, but it doesn't appear to be so. When I press the keys, it acknowledges it in the highlighting feedback of the "edit" tab.


I have not updated to 10.14.4 yet, but I read the description, and it does not include a fix?

Boot into Safe Mode, Use safe mode to isolate issues with your Mac, and try enabling the emoji from there. You might have to toggle the show keyboard checkbox a couple of times in the System/Keyboard/Keyboard preference pane.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.


Then reboot normally and test again.
