This is an ongoing issue with my new Apple Watch 4. I complete a workout and not all of the activity is posted (updated) on my activity exercise ring. I have reset the watch and configured as a new watch along with resetting my iPhone. Workout app information is available on my iPhone, but is not update on the watch. Anyone have a similar situation? If so, what was the solution?

Looks like you tried everything I would have suggested. Might be worth a call to Apple Support.
Spoke with Apple Genius on Wednesday and they thought it was the VPN app installed on the iPhone. Apple diagnostics did not indicate any issues with the watch, but the issue continues after removal of VPN and software update.
Watch was update to Watch OS 5.2 prior to starting workout. This is an ongoing issue that occasionally completes the rings, but more often does not close the rings after a workout.
