I find no setting for Dark Mode in Mail. I'm running Mojave 10.12.4 with Mail 12.4. There is no checkbox for Dark Mode in Mail Preference. I have Dark Mode enabled in System Settings/General but Mail has no such setting. Any suggestions?

There is no dark mode "switch" in Mail. lt's controlled by the System Dark Mode checkbox. Boot into Safe Mode, Use safe mode to isolate issues with your Mac, and if Mail doesn't show the dark mode toggle the System Dark Mode on and off a couple of times. Then Reboot normally.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.

How to use Dark Mode on your Mac - Apple Support confirms that it should be present. The setting appears for me when I have Dark Mode selected in System Preferences.
When did you first notice the fact that it does not show up in Mail?
Two possibilities come to mind for me:
Did you follow Old Toad's advice: "if Mail doesn't show the dark mode toggle the System Dark Mode on and off a couple of times. Then Reboot normally.?"
If that doesn't fix the problem, try the Combo Update.

I've never seen Dark Mode in Mail; I've been using it system-waid since it became available but never realized that it should affect Mail until today. I tried booting into Safe Mode and it made no difference.

FWIW. the pages themselves woulldn't be "Dark". Only the Title bar, BookMarks bar, Search bar, Menus, etc.
Followed Old Toad's suggestion and then applied the Combo Update. I also tried deleting the plist for Mail. No difference. Still no Dark Mode.

I considered that—I was using Night Owl and did a complete uninstall but it made no difference. Also, the issue exists in Safe Mode as well so I'm thinking that wasn't the problem.
I've got nothing...there is no change whatever in Mail or Safari. It works in Chrome and Spark.
Okay...here's a turn of events: After uninstalling NightOwl and finding that it made no difference, I reinstalled it and...TADA! Dark Mode is now working.
