stopping photo sharing between devices

I am unable to stop photo sharing between two iPhones and one iPad which are all on the same Apple account. My phone is often used at work to take photos and the photos appear on all 3 devices. Photo streaming is switched off on all 3 devices. The only solution that I can think of is to set up individual Apple accounts for each device which is something that I do not want to do.

iPhone 6, iOS 12

Do you have iCloud Photos enabled in the "Settings > your Name > iCloud > Photos" or "Setting > Photos > iCloud"?

iCloud Photos may have become enabled during an update without you noticing it.

If you are using iCloud Photos on both devices, the photo libraries on both devices will be kept in sync.
