severe latency on garageband 10.3.2. help please!

I can only commiserate that after one of the recent updates for either GB or Safari or the Apple OS, suddenly overdubbing has become a gigantic headache. I'd recently bought Logic Pro X and the problem affected it, too, but luckily I'd only had it a short time so I could return it because if I have to futz around with latency issues, I might as well do it on something that's free. I imagine they'll fix it someday, but I thought I'd add my complaint to the forum.

A few workarounds exist, none of which worked for me, and again, if I'm going to pay for software, I don't want to have to work around.

Audacity has a Mac version, and they have (or had--I haven't used it for a few years) a method to adjust for latency by which you perform measurements within your system. This worked well, and other aspects of that program were good, too, but they didn't have a way to click into measures, so moving clips around was not the easiest. Still....
