Payment method gets declined

I lost my debit card so I canceled it and got a new one. When I tried to change my payment method to my new card it says my payment method was declined. please help me with this. thanks

Apple ID payment information - If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store
