Apple Pay declined by Ventra Account

My Apple Pay is being continuously declined by the vendor Ventra Account (controls Chicago transit Authority) and saying insufficient funds, despite the fact that it works everywhere else. My bank said to contact Apple pay support. Why is this vendor declining my card despite me using it successfully for the past 2 years?
