You use the Software Update function in the settings, or update it from iTunes on a computer.

An iPad 1 can't be updated past 5.1.1.

An iPad 2 or 3, or a first generation iPad mini, can't be updated past 9.3.5.

An iPad 4 can't be updated past 10.3.3.

If it's currently on an iOS version prior to 5.0, the Software Update function won't be available, and you'll need a computer.
