Siri-activated Shortcuts still do not work

I have a shortcut that works fine when manually activated, but fails to work when activated by Siri. This has been a problem since Siri-integration was released and is still present in iOS v12.2 and Shortcuts v2.2.

The shortcut pulls a location and emails an Apple Maps url to me. When activated by Siri the process appears to run and complete without error, but the email is never received. Manual activation of the shortcut works as expected.

Any ideas?

Still haven't heard the definitive from Engineering but found a workaround: I needed to add a “Continue Shortcut in App” step at the beginning. That apparently forces the shortcut to run with all the same permissions as if I'd activated it from the app.

Downside is that the phone has to be unlocked in order to run this way. Not optimal for my hands-free driving use-case, but is better than nothing, I guess.
