i can't get passed the activation lock and i can't contact the person i bought the phone from. what do i do?

i bought an iPhone xr secondhand but when i went to set it up, i can't get passed the activation lock. i tried to contact the person who i bought it from but i cannot locate them. what do i do?

If applicable, ask the people running the site or store you bought it through for a refund. The activation lock is an anti-theft measure.
