Unknown charge to my account.

I have received a charge of $9.99 for iTunes on my bank account which I do not recognize and do not remember ordering anything that would warrant such a charge.

That amount might be a subscription to Apple Music. Apple makes it very easy to sign up for a free trial which you will not notice until it turns into a paid subscription.

View, change, or cancel your subscriptions - https://support.apple.com/HT202039 - "Your membership or subscription might renew if you don't cancel your membership or subscription more than 24 hours before your renewal date." At this stage the renewal is considered a purchase. For a new subscription the sale is probably effective from when you first agree to subscribe.

If you see ‘itunes.com/bill‘ or an unfamiliar charge on your bank, credit card, or debit statement - https://support.apple.com/HT201382 - "Before you contact Apple to request a refund for a charge you don't recognize"...

Subscriptions and purchases made by family members under Family Sharing (if applicable) will not show in your list or purchase history, you need to check these from devices using their AppleIDs.

If neither you nor a family member (if applicable) has a record of this purchase and you only saw it on a statement for a card you alone control, contact your bank or card company about card fraud. Apple does not handle that.

If you do recognize it and have canceled the subscription and wish a refund: Apple's terms of purchase in the USA are, "All Transactions are final" (https://www.apple.com/legal/internet-services/itunes/us/terms.html), but some countries have different laws so check terms for your country at: http://www.apple.com/legal/internet-services/itunes/. If sales are final then it is Apple's decision if they want to grant a refund. You can always ask, and people do get refunds on a case by case basis, but Apple can also say no. To request a refund:

Read use details for "free" apps. Many have in-app purchases and/or free trials which automatically turn into paid subscriptions (often at very high rates) after the trial ends.
