Iphone will not allow any access to photos from any app. I have reloaded all apps, updated ios, done all the advice online. It never shows any apps requesting access or when I try from the individual app it takes me to the settings page to enable photo access yet there is no photo on/off toggle on the screen at all. Help?

Access to Photos can be found in Settings>Privacy>Photos and then it should show what apps have requested access to photos.
Thanks, but I've already done that and there never are never any apps listed.
See whats weird is I can post a picture here though but not in apps except for on status updates on facebook but yet not in individual comments in facebook.
like I can post here. This is what that screen you are guiding me too looks like even though facebook requested to put a photo in a comment and google has requested as well but neither show.

If you are going to Settings>Privacy>Photos and are not seeing a list of apps that have requested to use Photos, and you cannot get to Photos from an app, it makes me wonder if you have any Restrictions on for the phone. If you attempt to access a photo from an app, and it has not been granted access, it should prompt you for that access. I'm quite surprised that you do not see that for Facebook, if you are using the Facebook app. I cannot seem to find any other support information about changing access other than what I described earlier.
