My camera shutter won’t turn off

The camera shutter noise is always made when I take a picture, even when my ringer is off. I bought my iPhone refurbished online and I recently learned it is from Japan. I did a little research into it and apparently in some countries like Japan it’s illegal to turn off the camera shutter sound. I live in America, and I was wondering if there is any way I can disable the camera shutter noise or if it’s something that will never be able to be turned off.
