In iTunes, go to Edit/Preferences/General and just under the bit where it says the Library Name, there should be a box named iCloud Music Library and with your account name after that. There is a tick-box to the left of this, turn off the tick.

There is a picture of that screen on the page that sterling linked to.

Have you looked at the article that sterling r pointed to?

In sterling's post of 9th April, there is some blue text; you can click on that text and a new tab will open up in your browser. That page, titled Turn on iCloud Music Library with Apple Music has instructions on how to turn on the feature. When you follow those instructions and get to the bit where it says "turn on", try turning it off instead.
