System Events got an error: osascript is not allowed to send keystrokers (1002)

Since upgrading to macOS Mojave I have been getting an error message when trying to use the 1Password app. At first I was getting "...execution error: Not authorized to send Apple events to System Events. (-1743)". I found a fix in Apple Communities by going in to System Preferences/Security & Privacy/Privacy/Automation, logging in to unlock and selecting the checkbox under 1Password. I tried logging in to an app again using 1Password and now get an error message "...execution error: System Events got an error: osascript is not allowed to send keystrokes. (1002)". I can't find anything about this that isn't 5 years or more old. From what I am reading this is a bug in Mojave which I just upgraded to at Apple Care's suggestion 4 days ago. Anyone have a way to fix this?
