I found that on a Logitech key board it’s the windows key and R you hold down when powering up computer.

That would be a Windows Logitech keyboard, not a Mac Logitech keyboard. And yes, the Windows key is equivalent to Command.
Yes, it's the same with the Microsoft Ergonomic 4000 keyboards we use. Until the Mac gets to the desktop and you can have the System Preferences or third party app remap the keys, it behaves as what it is - a PC keyboard layout. So what would be Command and Option (Alt) are initially reversed.
There are literally dozens of Logitech keyboards out there; however, as dialabrain has alluded to, you just need to locate the command (or cmd) and R keys on it.
