Disabled Ipad from entering wrong passcode

Entered wrong passcode too many times, now ipad says is disabled, please try again in 15 minutes. Tried to do the hard restore and nothing comes up on iTunes to give me the option to do a restore.

Make certain your iTunes is current (12.9 or later).
