Is there any easy way to forward text messages from an iPhone to an Android phone? Any way that doesn't involve downloading a special app?

You send a message from Message app.
For iPhone users it will be received as iMessage (No Carrier Charge)
For non-iPhone users it will be received as Text message (Carrier Charge Applicable)
iPhone will do it automatically for you.
If you want to send MMS to non-iOS user the please enable MMS messaging

No, there is no way to do that from an iOS device. Contact your carrier to see if it's a service they offer.
