Do you mean turn it off completely? If you do, you go to Settings > FaceID and turn off each option on the Settings list. It really isn't different than on iPhone X/Xs/Xr.
Also, you can replace "phone" in "Hey Siri. Who's phone is this?" with "iPad" or "tablet" with the same results.
No I mean temporarily and quickly turn it off by pressing a combination of buttons like on the iPhone X and XS. On the phones you can quickly press the power button 5 times or press the power button and the volume button simultaneously. They both give power down slider, emergency slider, medical i'd slider and a cancel button. If you press cancel you go the unlock screen and Face Id is disabled until you log in again.
The 5 button presses doesn't work on the iPad Pro and the simultaneous power and volume press has a power down slider but hitting cancel just goes back to the previous screen.

I'll let someone else respond as I'm absolutely unfamiliar with what your describing on iPhone X/Xs. I've never read anything official from Apple about the procedure you described.
Based on that link it said for iPhone and iPad Pro? Doesn't the same procedure work on your iPad Pro. Are you getting prepared for an emergency situation?
Just did a quick search online and tested this solution.
1) Make sure you have a passcode enabled and 'Listen for "Hey Siri"' is turned on in "Siri & Search" preference settings on your iPad Pro.
2) With the iPad off and while you're not looking at it (or you can cover the camera), say "Hey Siri Who's phone is this?"
3) Siri will reply with some information about the iPad and who it belongs to.
4) You will need to enter your passcode in order to unlock the iPad Pro. Face ID is disabled until you do and then resumes normal operation.
Give it a try and see if that's what you're looking for.
