I don’t have any options to clear my history

As you can see, the button for clearing history doesn’t work, I can’t clear it via safari settings, my content restrictions are off, if the restrictions are turned on then I still have “unrestricted access”, and my option for private tabs isn’t even there. I would really like to have the option for clearing my history again because this is getting on my last nerve. Any help would be appreciated.
